On August 25, Minister of National Defense Mariusz Błaszczak signed offset agreements as part of the implementation of the second phase of the Wisła program. This enables the Ministry of National Defense to sign contracts for the supply of further batteries as part of the medium-range air-defense and anti-missile defense program for the Polish Armed Forces.

 

Both I and II phase of the Wisła program are implemented using offset, understood in the new offset order as the transfer of technologies necessary to establish industrial capabilities supporting the basic interests of state security.

 

As part of the second phase of the Wisła program, 8 offset commitments were negotiated with Lockheed Martin and 5 offset commitments with Raytheon Technologies. The companies of the PGZ that were involved in their implementation will acquire the ability to produce and service Wisła system components, such as new Lower Tier Air and Missile Defense Sensor, also known as the Raytheon LTAMDS radar or other military equipment important from the point of view of state defense. The implementation of this offset will allow, among others, for the further development of the HWIL Laboratory built on the basis of Lockheed Martin offset projects, and the Laboratory itself will be used in the modernization and development of new Polish missiles or in missile projects that will be launched in cooperation with foreign entities. The Lockheed Martin offset also means the transfer of the ability to design and produce solid-propellant engines for rockets of larger caliber.
